Australia Just Changed the Immigration Rules this 2026
On May 12, 2026, Australia released its Federal Budget for 2026–27. It included major changes to the immigration system that directly affect Filipino students, nurses, skilled workers, and anyone planning to migrate.
If you are preparing for PTE right now, these changes matter to you. Some of them create urgency. Others confirm that your preparation is on the right track. Here are the three things you need to understand.
1. 70% of Permanent Residency Places Now Go to Onshore Applicants
Australia kept its permanent migration program at 185,000 places for 2026–27. That number has not changed from last year. However, the way those places are distributed has shifted dramatically (SBS News, 2026; Agape Henry Crux, 2026). This is the smallest offshore allocation in a decade (VisaHQ, 2026). The government is prioritizing migrants already contributing to the Australian economy and workforce.
What This Means for Filipino Students and Workers
If you are already in Australia on a student visa (subclass 500), a work visa (subclass 482), or a working holiday visa (subclass 417 or 462), you are in a much stronger position for permanent residency than you were before.
If you are still in the Philippines and planning to apply from offshore, competition for the remaining 30% of places will be tougher. The government confirmed that offshore places will focus on “highly skilled migrants” who address long-term skill needs (Australian Budget Papers, 2026).
The practical takeaway: getting to Australia on a temporary visa first, then converting to permanent residency from inside the country, is now a stronger strategy than ever. And every temporary visa pathway still requires a valid English proficiency score.
2. The Visa Points Test Is Being Completely Rewritten.
Deadline: December 2026
This is the biggest structural change. The Australian government announced a full reform of the permanent migration points test. The last time these rules changed was 2012. That was 14 years ago (Ethos Migration Lawyers, 2026; Inclusive Migration, 2026).
The points test is the scoring system used to rank applicants for three major skilled visa subclasses:
- Subclass 189 (Skilled Independent)
- Subclass 190 (State Nominated)
- Subclass 491 (Skilled Work Regional)
The government stated the reformed points test will prioritise:
- Younger applicants who will contribute to the workforce for longer
- Strong English scores (higher PTE = more points = better chance of invitation)
- Higher qualifications (postgraduate degrees, specialist training)
- High-income, high-productivity occupations aligned with Australia’s economic priorities
At the same time, the reform signals less reliance on “bonus point strategies” that students have used to inflate scores without matching the government’s economic priorities.
3. PTE Is Still Officially Approved for Australia
With so many changes happening, some students have asked: is PTE still accepted?
Yes. PTE Academic remains on Australia’s official list of approved English language tests. The 2026–27 budget made no changes to this. Australia still accepts nine different English tests for student visa applications, skilled migration, and professional registration. PTE Academic is one of them (Pearson PTE, 2026; Department of Home Affairs, 2026).
Your PTE preparation is still highly relevant for:
- Student visa applications (subclass 500)
- Skilled migration (subclasses 189, 190, 491)
- Employer-sponsored work visas (subclass 482 to 186 pathway)
- Professional registration (AHPRA for nurses, engineers, teachers)
In fact, with the points test reform emphasising stronger English scores, your PTE preparation just became more important, not less.
